'How, in the early nineteens, reporters and artists of the "London Illustrated Police Budget" depicted the appalling, scandalous, deplorable, ungentlemanly and murderous events of the time.' The 'Police Budget', bought furtively and read secretly in those days, was not considered a "respectable" sheet. The same crimes were detailed in the respectable dailies and weeklies and read avidly by the respectable Britishers. But there the scandalous goings on were sandwiched between church news and politics, leaving the peeking onlooker uncertain as to which item you were reading. It would never to do to open the 'Police Budget' in public, for then everyone would know you were not ashamed to be as wicked as they were.
